Financing Program #2. Upon approval of a tentative map, the City may allow partial
infrastructure extensions within Parts I, 2. and 3 if:

(a) the Lot to be developed would be fully served with all planned
infrastructure extended from the westerly end of the Plan Area: and

(b) the total Specific Plan fees generated by the Lot to be developed are
insufficient, when aggregated with monies in the Specific Plan fund, to
allow all infrastructure required in that sub-area to be fully installed.

Examvle 2 A. Lot 10 is the first lot wishing to develop. It must extend the Pa,.t I
infrastructure from the westerly end of the Plan Area across itsfromage. Lot
10 'sfour units do not generate funds sufficient to extend the i'!frastmctu,.e/iI,.ther
(there being no existing Specific Plan funds). The Part I sewer and roadway
improvements may stop at Lot IO and need not be installed easterly to Lot 15. the
easterly edge of the Part I sub-area.

The elementary school (located at the westerly edge of the Part 4 sub-area on Lot 19) is a
key element of the Specific Plan whose early development is encouraged. Should the
school seek to develop prior to Parts 1.4 private development. it will require some, but
not all, of the infrastructure required of other Part 4 projects.

Financing Program #3. Development of the elementary school may proceed
independently of any other development in the Plan Area with a minimum level of shared
infrastructure improvements. The City may coordinate with the School District by using
its utility enterprise capital improvement funds to assist in installing the minimum level
of infrastructure. Both the School District and the City would be eligible for
reimbursement as described in Financing Program #20. Minimal improvements required
are:

(a) Construction of the l6-inch water trunk line in the existing Vineyard
A venue, and Zone 7 Turn-out #6 modifications;

(b) Construction of all shared sanitary sewer improvements west of the school
site, or, on a temporary basis, installation of an on-site sewage holding
tank;

(c) Realignment of Vineyard Avenue from Lot 15 to the eastern Plan Area
boundary; and

(d) Construction of a sidewalk along the south side of Vineyard A venue from
Lot I to its intersection with the abandoned old Vineyard A venue.

3
