The location and operation of the proposed use shall conform substantially to Exhibit A (the floor plans and details of operation, dated "Received, February 14, 2006", on file with the Planning Department, except as modified by the following conditions of approval. Minor changes to the approved operation and schedule niay be approved by the Planning Director if found to be in substantial compliance with the proposal. 2.
