Review and Consideration of the Draft General Plan Conservation and Open Space Element Ms. Stern reminded the Commission that in 2003, the City Council directed staff to undertake an update of the City's General Plan, which was last revised in 1996. As discussed at the February 9, 2006, Parks and Recreation Commission meeting, parks and recreation goals were moved to the Public Facilities Element of the General Plan, while the Conservation and Open Space Element now retains recreation only as it relates to open space. The Commission was provided with two (2) attachments for review, and Ms. Stem advised that Attachment 1 uses strikeout and underlining to show changes to the 1996 Open Space Element text, while Attachment 2 was a clean copy of all the changes. The Commission reviewed with Ms. Stern the proposed changes. Commissioner Narum had concerns about the wording of Goal 6. After discussion, it was agreed that it should be changed to include the word "existing" before open space lands. Vice-Chairperson Ellgas opened the meeting for Public Comment at 8:10 p.m. Vanessa Kawaihau. 871 Svcamore Road - advised that the TTK Development final map would be on the agenda for consideration by the City Council at its next meeting. She also advised that the Spotomo plans did not propose any Open Space dedication. Vice-Chairperson Ellgas closed the meeting for Public Comment at 8:13 p.m. After reviewing and discussing the Attachments with Ms. Stern, the Commission recommended several changes.
