CONSERVATION AND OPEN SPACE GOALS, <br />POLICIES, AND PROGRAMS <br /> <br />Goal I: <br /> <br />Promote sustainability to preserve and protect natural resources and open space.27 <br /> <br />Natural Resources <br /> <br />Goal 2: :fe-Prcscrvc and enhance the natural resources of the Pbnning Area, including plant and <br />wildlife habitats, heritage trees. scenic resources, and watercourses. <br /> <br />Policy I: Preserve and cnhance natural wildlife habitats and wildlife corridors. <br /> <br />Program 1.1: Complete a comprehensive study of the ecosystems and wildlife habitat <br />areas within and around the Planning Area, and develop and implement ordinances and <br />policies that will provide for their preservation and enhancement. 2ll <br /> <br />Program 1.2: Identify land within the Planning Area which could be reclaimed as viable <br />wildlife habitat. Study methods to re-establish viable plant and animal communities in <br />these areas. Develop standards to accomplish habitat reclamation which: (1) specify the <br />minimum acreage, topography, flora, fauna, and other characteristics necessary to ensure <br />survival of wildlife habitat areas; (2) specify necessary length, breadth, flora, fauna, and <br />other characteristics necessary to ensure the protection and use of wildlife corridors; and <br />(3) prevent the creation of open space islands, unless they arc connected through a series <br />of viable wildlife corridors in accordance with specified standards. <br /> <br />Program 1.3: Preserve and enhance the resource value of wetlands through project <br />development design measures. These measures should be based in part on a jurisdictional <br />wetlands delineation in accordance with current l\rmy Corps of Engineers criteria, for <br />projects which arc known to have or that may have wetlands present within their <br />boundaries. <br /> <br />Program 1.4: Develop and implement ordinances and policies that provide for the <br />preservation of wildlife corridors and riparian veg,etation, and establish mitigation <br />requirements which minimize the barriers across wildlife corridors that roadways and <br />developments can create. <br /> <br />Program 1.5: Investigate eX1stll1g private, State, and federal incentive programs and <br />develop City incentive programs that encourage property owners to cooperate in the <br />preservation and restoration of wildlife habitat. <br /> <br />rr Open space is any public or private land or water that is unimproved and devoted to open-space llse As discussed in this <br />Element pen-space lands include recreational open space waler manarcmcnt and recreation :\Rriculture ;Ind grazing <br />puhlic health and safcl}' and wildlands oveda}' <br /> <br />211 \Vildlife habitat areas arc those that provide rhe natural environment and conditions for animals to live <br /> <br />C.OIl ()S l'krnt.'f11, CCOR29Cl(,. n......uino; <br /> <br />VII-32 <br /> <br />City Council 8/29/2006 <br />
