CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 92-42 RESOLUTION MAKING APPLICATION TO THE ALAMEDA COUNTY LOCAL AGENCY FORMATION COMMISSION TO EXPAND THE CITY'S EASTERN SPHERE-OF-INFLUENCE TO INCLUDE AN ADDITIONAL APPROXIMATELY 579.37 ACRES, AS SHOWN ON EXHIBIT A WHEREAS, on March 21, 1991, the Alameda County Board of Supervisors adopted a General Plan amendment and Planned Unit Development district rezoning for the Ruby Hill project ; and WHEREAS, following County approval of the project, the City of Pleasanton began discussions with the Developer of the project to investigate possible conditions under which the City might annex the land; and WHEREAS, on September 17, 1991, the City Council adopted a preannexation agreement with the Developer of the Ruby Hill project, directed staff to initiate implementation of a General Plan amendment and Sphere-of-Influence expansion to include the project, and directed staff to initiate prezoning and annexation procedures for portions of the Ruby Hill site, plus the adjacent Vineyard Avenue Corridor area to the west; and WHEREAS, on November 20, 1991, the Pleasanton Planning Commission conducted the second of two public hearings on the combined project and unanimously acted to recommend approval; and WHEREAS, at its meeting of February 18, 1992, the City Council approved a Negative Declaration for the expansion of the Sphere-of-Influence after considering all public testimony, relevant exhibits, and recommendations of the City staff concerning this issue. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1: An application shall be made to the Alameda County Local Agency Formation Commission to amend the City of Pleasanton's eastern Sphere-of-Influence to include an additional approximately 579.37 acres, as depicted in Exhibit "A".
