CITY COUNCIL OF THE CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. 91-99 <br />RESOLUTION AMENDING FISCAL YEAR 1990-91 <br />APPROPRIATION LIMIT AND ADOPTING FISCAL YEAR <br />1991-92 APPROPRIATION LIMIT ON A PROVISIONAL <br />BASIS <br />WHEREAS, Article XIIIB of the State of California Constitution <br />(Proposition 4 on the November 6, 1979 ballot) requires <br />that each year the governing body of each local agency <br />establish its appropriation limit for the following year; <br />and <br />WHEREAS, Proposition 111, passed by the voters in June of 1990, <br />expands the choices for making annual adjustments to the <br />appropriation limit based on various growth factors; and <br />WHEREAS, the 1990-91 appropriation limit can be modified to derive <br />the benefit of the new growth factors, going back to the <br />1986-87 year as a base to apply the new factors; and <br />WHEREAS, City Council has determined that the growth factors of <br />(1) the percentage change in the city population, and <br />(2) the percentage change in the local roll due to the <br />addition for non-residential construction in the city <br />will yield the highest net increase in the appropriation <br />limit; and <br />WHEREAS, selecting these growth factors and applying them back to <br />fiscal year 1986-87 will change the 1990-91 appropriation <br />limit from $30,785,144, adopted on June 5, 1990, to a new <br />limit of $52,803,755 and the limit for the 1991-92 will <br />be $59,858,337; and <br />WHEREAS, the appropriation limit should be adopted on a <br />provisional basis as the City and the state legislature <br />continue to evaluate all of the effects of Proposition <br />111. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br />Section 1: The Proposition 111 growth factors selected are <br />(1) the percentage change in the city population, and <br />(2) the percentage change in the local roll due to non- <br />residential construction in the city. <br />Section 2: The appropriation limit for fiscal year 1990-91 is <br />amended from $30,785,144 to $52,803,755 on a provisional <br />basis. <br />
