CITY COUNCIL OF THE CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. 91-90 <br />RESOLUTION LIMITING URBAN GROWTH TO CITIES <br />WHEREAS, cities are best suited to provide desired services and <br /> infrastructure to new development in California, being <br /> the local government of general powers closest to the <br /> people; and <br />WHEREAS, statewide goals have been adopted to foster orderly, <br /> compact urban growth, to foster cost-efficient provision <br /> of urban services and infrastructure, and to prevent the <br /> negative environmental effects of urban sprawl; and <br />WHEREAS, the Knox-Cortese Local Government Act specifically <br /> establishes city spheres-of-influence as a means of <br /> furthering these statewide goals by providing for the <br /> logical and orderly extension of municipal services; and <br />WHEREAS, development in unincorporated counties has resulted in <br /> inefficient and duplicative urban services and <br /> infrastructure; and <br />WHEREAS, disenchantment with county response to local land use and <br /> service delivery needs has led to incorporation of <br /> county-approved development, often as a means to correct <br /> poorly planned development; and <br />WHEREAS, future development within cities can best avoid the <br /> problems of urban sprawl while delivering the most cost- <br /> efficient and responsive services and other <br /> infrastructure to new residents and businesses in the <br /> State. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br />Section 1: That the City of Pleasanton supports the policy <br />position that all urban development take place within <br />cities and that no urban development take place within <br />unincorporated county territory. <br />Section 2: That the City Manager be directed to send this <br />resolution to the League of California Cities for its <br />consideration to adopt as the policy of the League, and <br />attempt to secure such modification to state law so as to <br />preclude future urban development within unincorporated <br />areas. <br />
