<br />APRIL 17, 1991 <br />REPORT OF 1HE IJCMNI"OhN PLEA.SANTON BUSINESS IMPROVEMENT DISTRICf <br />FISCAL YEAR 1991-1992 <br /> <br />'!HE DISTRICf: <br /> <br />The Downtown Pleasanton Business Improvement District is a <br /> <br />non-profit service organization of Downtown businesses dedicated to <br /> <br />the ongoing revitalization of Pleasanton's historic business distrJtt. <br /> <br />This organization, which represents all Downtown businesses <br /> <br />(retailers, professionals, and services alike), was created by the <br /> <br />C i t Y Co u n c i 1 i n J an u a r y , 1 984 , and mo d i fie din Au g us t, 1 98 5 . I t <br />follows the California State ~gislature enacted "Parking and Business <br /> <br />Improvement Area Law," known as AB 1693, updated to- the current <br /> <br />SB 1424 in 1989. <br /> <br />The DPBID functions as an assessment district with its <br /> <br />operating cap)tal being generated through member participation, as <br /> <br />well as volunteer donations. It is governed by a nine-member Board <br /> <br />of Directors. <br /> <br />The present rate of levy is based on the following formula: <br /> <br />1. All businesses shall pay 2 times their annual City <br />business license, subject to a minimum charge of $75 <br />and a maximum charge of $200. <br /> <br />2. Any business exempt from the City's business license <br />tax shall pay an annual charge of $200 to the district. <br /> <br />3. Only non-profit tax-exempt businesses shall be <br />exempt from the Downtown District Assessment. <br /> <br />The DPBID (best known as the Pleasanton Downtown Association) <br /> <br />goal is to improve the quality of life in the traditional heart of <br /> <br />the community.
