Resolution No. 91-78

Although other potentially developable parcels
exist, for a variety of reasons these lands are
not available for development. For example, in
the Happy Valley area in south Pleasanton, there
are a number of properties, owned by separate
owners, which could be considered for development.
The City, however, has routinely rejected
proposals by property owners in that area for
annexation and development, due to the opposition
of the Happy Valley area residents. As a result,
noncontracted lands, such as Happy Valley, are
neither available nor suitable for annexation and
development at this time, in preference to the
Bonde Ranch property.

B. Development of the contracted land would
provide more contiguous patterns of urban
development than development of proximate
noncontracted land.

Pleasanton is 100% developed contiguous to the
Bonde Ranch property on the west and southwest
(Ventana Hills and the Diamond Collection), to the
east (Kottinger Ranch) and to the north
(Pleasanton Heights). Located to the south is the
undeveloped Lund Ranch property, which currently
is utilized for grazing and other open space uses.
If the Lund Ranch were to develop first, it would
result in noncontiguous development of the Bonde
Ranch property, totalling some 104~ acres, which
would be contrary to an otherwise orderly pattern
of development.

14. Cancellation of the Williamson Act for the Bonde
Ranch property is in the public interest based on
each of the following findings:

A. That other public concerns substantially
outweigh the objectives of the Williamson
Act.

The relative objectives of the Williamson Act are,
in summary, as follows: (1) preservation of
limited agricultural land to maintain the
agricultural economy of the state and adequate
food for the future; (2) discouragement of
premature and unnecessary conversion of
agricultural land to urban uses benefits urban
dwellers as it discourages discontinuous patterns

5
