<br />Resolution No. 91-78 <br /> <br />Although other potentially developable parcels <br />exist, for a variety of reasons these lands are <br />not available for development. For example, in <br />the Happy Valley area in south Pleasanton, there <br />are a number of properties, owned by separate <br />owners, which could be considered for development. <br />The City, however, has routinely rejected <br />proposals by property owners in that area for <br />annexation and development, due to the opposition <br />of the Happy Valley area residents. As a result, <br />noncontracted lands, such as Happy Valley, are <br />neither available nor suitable for annexation and <br />development at this time, in preference to the <br />Bonde Ranch property. <br /> <br />B. Development of the contracted land would <br />provide more contiguous patterns of urban <br />development than development of proximate <br />noncontracted land. <br /> <br />Pleasanton is 100% developed contiguous to the <br />Bonde Ranch property on the west and southwest <br />(Ventana Hills and the Diamond Collection), to the <br />east (Kottinger Ranch) and to the north <br />(Pleasanton Heights). Located to the south is the <br />undeveloped Lund Ranch property, which currently <br />is utilized for grazing and other open space uses. <br />If the Lund Ranch were to develop first, it would <br />result in noncontiguous development of the Bonde <br />Ranch property, totalling some 104~ acres, which <br />would be contrary to an otherwise orderly pattern <br />of development. <br /> <br />14. Cancellation of the Williamson Act for the Bonde <br />Ranch property is in the public interest based on <br />each of the following findings: <br /> <br />A. That other public concerns substantially <br />outweigh the objectives of the Williamson <br />Act. <br /> <br />The relative objectives of the Williamson Act are, <br />in summary, as follows: (1) preservation of <br />limited agricultural land to maintain the <br />agricultural economy of the state and adequate <br />food for the future; (2) discouragement of <br />premature and unnecessary conversion of <br />agricultural land to urban uses benefits urban <br />dwellers as it discourages discontinuous patterns <br /> <br />5 <br />
