<br />CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 91-74 <br /> <br />A RESOLUTION OPPOSING SB 739 REQUIRING WORKER <br />RESIDENCY FOR PUBLIC WORKS CONTRACTS <br /> <br />WHEREAS, State Senator Marks has proposed legislation (SB 739) <br />which would require contractors on public works projects <br />to provide at least 50 percent of the work force from <br />California residents, i.e. persons who have resided in <br />the State 'at least 29 days prior to the date of <br />employment on the public works project; and <br /> <br />WHEREAS, Council finds that enforcement and monitoring of this <br />requirement would be exceedingly difficult and expensive <br />both monetarily and in staff time; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />section 1: The city Council of the City of Pleasanton opposes <br />Senate Bill 739 which would require public works <br />contractors to provide at least 50 percent of the work <br />force from California residents who have resided in the <br />State at least 29 days prior to the date of employment. <br /> <br />section 2: This resolution shall become effective immediately <br />upon its passage and adoption. <br /> <br />I HEREBY CERTIFY THAT THE FOREGOING WAS DULY AND <br />REGULARLY ADOPTED BY THE CITY COUNCIL OF THE CITY OF PLEASANTON, AT <br />A MEETING HELD ON MAY 7, 1991 BY THE FOLLOWING VOTE: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Councilmembers - Mohr, Scribner, Tarver, and Mayor Mercer <br />None <br />Councilmember Butler <br />None <br /> <br />~PPROVEDAS TO FORM: t? <br /> <br />Ju~u( h1iUt~ <br /> <br />Michael H.
