CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 91-46 <br /> <br /> RESOLUTION DESIGNATING A CONGESTION MANAGEMENT <br /> AGENCY FOR ALAMEDA COUNTY <br /> <br /> WHEREAS, the voters approved an $18.5 billion transportation <br /> funding program known as Propositions 111 and 108 at the <br /> June 1990 election; and <br /> <br /> WHEREAS, the voter approval included the requirement that each <br /> urban county in California annually prepare, update and <br /> administer a Congestion Management Program; and <br /> <br /> WHEREAS, for highway and rail projects to be eligible for state <br /> funding, such projects must be included in a Congestion <br /> Management Program; and <br /> <br />WHEREAS, if a city or county is found not to conform to the <br /> Congestion Management Program, its new gas tax revenues <br /> pursuant to Proposition 111 will be withheld; and <br /> <br />WHEREAS, an agency must be designated to administer the Congestion <br /> Management Program by a majority of the cities <br /> representing a majority of the population and the Board <br /> of Supervisors; and <br /> <br />WHEREAS, the Alameda County Mayors' Conference has made a <br /> recommendation at its February 13, 1991 meeting that the <br /> existing Transportation Plan Commission be so designated; <br /> and <br /> <br />WHEREAS, Pleasanton, other Tri-Valley cities, Alameda, and Contra <br /> Costa County have agreed to coordinate the input of <br /> Pleasanton's portions of the Congestion Management <br /> Programs of Alameda and Contra Costa Counties via the <br /> Tri-Valley Transportation Council. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: The City Council designates the Congestion Management <br /> Agency for Alameda County be composed as follows: <br /> <br /> 1. One vote for each Alameda County city for every <br /> 100,000 population or fraction thereof. <br /> <br /> 2. Two voting representatives of the Alameda County <br /> Board of Supervisors. <br /> <br /> <br />
