As required by the ordinance, each home will need to achieve a "Green Home" <br />rating on Alameda County Waste Management Authority's "Single-Family Green Building <br />Rating System." <br /> <br />Grading and Drainage <br /> <br />Although flat pads would be graded for the home sites, graded areas have been minimized to <br />preserve the natural topography of the site and reduce tree removal. In addition, rounded <br />landform grading techniques are used to achieve a natural transition between graded areas and <br />existing terrain. Parallel retaining walls have been used in order to minimize large cut slopes. <br /> <br />In sum, staff believes that the proposed grading is appropriate, but has recommended a few <br />minor changes. First, staff recommends that the proposed grading and retaining wall along at <br />southeastern corner of Lot I be set back at least three feet from the property line. Second, as <br />required by the Specific Plan, the house/pad grading for Lot 2 will need to be modified so that it <br />is set back at least 100 feet from the centerline of the intermittent drainage swale on the <br />Brozosky property. Conditions of approval address these items. <br /> <br />A drainage plan has not been submitted at this juncture. A condition of approval requires a <br />drainage plan be submitted for City Council approval as part of its review of the PUD <br />development plan. Measures to reduce stormwater runoff and pollutants from the site will need <br />to be addressed in the drainage plan. A condition also requires that Lot 1 not drain onto the <br />adjacent Roberts property. <br /> <br />Geotechnical Report <br /> <br />As required by General Plan policies and the Specific Plan, a geotechnical analysis was prepared <br />for the subject site entitled "Design-Level Geotechnical Investigation Windy Oaks Subdivision" <br />by Berlogar Geotechnical Consultants and is provided in the Planning Commission's packet. <br /> <br />From a geotechnical engineering standpoint, Berlogar Geotechnical Consultants (BGC) state <br />that the proposed development can be constructed as planned, provided that the conclusions and <br />recommendations contained in the report are incorporated into the project design and grading. <br />Examples of recommendations include: generally remove colluvium deposits when located in <br />areas of proposed grading and replace it with engineered fill; implement design and construction <br />measures to reduce the potential for expansive soils adversely impacting foundations and <br />concrete flatwork; follow standard fill slope construction techniques; and place the future homes <br />and other structures on either structural mat or pier and grade beam foundations. A condition of <br />approval has been included that requires the applicant to comply with the recommendations <br />listed in the geotechnical report. <br /> <br />Page -15 <br />
