<br />colors of the Specific Plan and recommends that the guidelines be modified to conform to <br />the Specific Plan. <br /> <br />Landscaping <br /> <br />· The Specific Plan indicates that substantial landscape planting should be provided to screen <br />new homes sited along the full length of Old Vineyard Avenue from view of this corridor. <br />Staff recommends that this Specific Plan language be added in the guidelines for Lots 1 and <br />2. Staff also recommends that the following Specific Plan guidelines be added for all lots: <br />1.) General Residential Design Guideline d.2 (p. 33) - The planting of new non-native <br />materials should be compatible with the natural setting of the Plan Area and confined to the <br />immediate vicinity of homes; and 2.) Specific Hillside Residential District Design Guideline <br />c.1 (p. 35) - Views of hillside homes from off-site areas which cannot be screened by way of <br />location and architectural design should be substantially screened by use of evergreen tree <br />planting. <br /> <br />City Review Process of Individual Homes <br /> <br />Staff has included a condition of approval that requires the future home and site design be <br />reviewed and approved at the Zoning Administrator level. After approval by the Zoning <br />Administrator, the Planning Commission would receive a copy of the conditions of approval and <br />plans during the 15-day appeal period. If a Planning Commissioner had any concerns regarding <br />an approved house, he/she could appeal the Zoning Administrator's approval. <br /> <br />Fireplaces <br /> <br />Staff has included a condition of approval that specifies that only natural gas burning fireplaces, <br />pellet fueled stoveslheaters, or United States Environmental Protection Agency approved <br />appliances be permitted inside or outside of the homes. <br /> <br />Photo Simulations <br /> <br />The Specific Plan requires that a visual analysis be created with the development plan review. <br />Photomontages of the proposed development have been provided. Viewpoints from Vineyard <br />Avenue (near Thiessen Street), the Avingnon development (at Mingoia Street), the Vineyard <br />Hills development (at Jolene Court), the Beratlis Place development, and the Brozosky home at <br />1 Brozosky Hill Lane were provided. <br /> <br />The visual simulations show that the homes on Lots 1 and 2 would be visible from the Vineyard <br />Avenue viewpoint. Staff notes that a 20-foot tall, one-story home was assumed for Lots 3 and 4 <br />and the existing Reznick home was used for Lot 5. If a 27 - foot tall two-story home were placed <br />on Lots 3, 4, and 5, then staff believes that some of the upper portions of these homes would <br /> <br />Page -13 <br />
