<br />. A total of32 trees would be removed to grade the building pads on the single-family lots. <br />In addition, the applicant is proposing to remove six trees for aesthetic reasons. Tree <br />removal for the access road is discussed in the Planning Commission Staff Report for the <br />water tank. <br /> <br />IV. DISCUSSION <br /> <br />Site Plan <br /> <br />This project represents a collaborative effort between the applicant and the City. Staff worked <br />closely with Mr. Reznick and his consultants to ensure that the road alignment was compatible <br />with the City's access requirements to the water tank site as well as the proposed single-family <br />development. The placement of the water tank and the siting of the single-family lots was also a <br />collaborative effort between staff and Mr. Reznick. The site plan presented for the <br />Commission's review is the result of those efforts. <br /> <br />Private Road <br /> <br />At the lower portions of the lot, the planned road alignment shown in the Specific Plan followed <br />the existing road and connected to Old Vineyard Avenue at the northeastern side of the site, <br />where it would be joined with a future road on the Roberts property. The Specific Plan indicates <br />that the street alignments shown are conceptual only and may change subject to the PUD <br />development plan review process. The proposed road was moved near the northern corner of <br />the site to align with the new roundabout, which will reduce traffic conflicts with users of the <br />future trail on Old Vineyard Avenue. <br /> <br />For additional discussion regarding the private access road, please refer to the May 10,2006, <br />Planning Commission Staff Report for the City water tank. <br /> <br />Emergency Vehicle Access Road <br /> <br />Due to the excessive length of the dead-end hillside streets on Lots 22 (Berlogar) and 25 (the <br />subject site), the Specific Plan indicates that these lots shall be connected by way of a paved <br />emergency vehicle access (EVA) road so as to create an emergency loop route to Vineyard <br />Avenue. The Specific Plan Land Use Plan (see attachment #10) shows the EVA extending up <br />from the upper end of the private street on the Reznick parcel in a westerly direction, crossing <br />the southern corner of the Brozosky parcel, and then connecting to the private street on the <br />Berlogar parcel. <br /> <br />The alignment shown on the Specific Plan has been evaluated in relationship to the actual <br />topography at that location and does not appear to be feasible at this time for the purposes of fire <br />equipment access.
