<br />I. BACKGROUND <br /> <br />On June 1, 1999, the City Council approved the Vineyard Avenue Corridor Specific Plan <br />(V ACSP) and Planned Unit Development (PUD) prezoning/rezoning for the 384-acre Vineyard <br />Avenue Corridor located in southeast Pleasanton. <br /> <br />Greg Reznick has submitted a PUD development plan application for a seven-unit residential <br />development on Lot 25 of the Vineyard Avenue Corridor Specific Plan Area. The subject site <br />has two land use designations: Hillside Residential (HR) and Open Space (OS) (please see the <br />Vineyard Avenue Corridor Land Use Plan, Attachment #9). A total of seven residential units <br />are approved for Lot 25: one existing home and six new dwellings in the HR areas. <br /> <br />PUD development plan applications are subject to review and approval by the City Council, <br />following recommendation on the plan by the Planning Commission. The Planning <br />Commission's recommendation on the proposed PUD project will be forwarded to the City <br />Council for review and final decision. If the development plan is approved, the applicant must <br />next apply for tentative map approval to allow the lot to be subdivided in accordance with the <br />development plan. Tentative map applications are reviewed and approved by the Planning <br />Commission. <br /> <br />The V ACSP requires that a new water storage tank be constructed near the top of Lot 25. The <br />City has submitted a design review application for the water tank and related improvements on <br />Mr. Reznick's property. The City has also requested conditional use permit approval to allow a <br />temporary soil stockpile to be placed on the upper portion of the Reznick property. The design <br />review and conditional use permit applications will be subject to separate Planning Commission <br />review and approval. The City applications have been scheduled for the same Planning <br />Commission hearing as the Reznick PUD. <br /> <br />March 8, 2006, Planning Commission Workshop <br /> <br />On March 8, 2006, the Planning Commission held a workshop to review the preliminary plans <br />for the single-family development and water tank on the Reznick property. Detailed information <br />on this meeting is provided by the attached Planning Commission minutes. The Commission <br />provided the following comments: <br /> <br />. Suggested that there should be additional tree planting along the western fence of the future <br />tank site to screen both the tank and the fence. <br /> <br />Staff indicated that additional trees will need to be planted in order to mitigate tree loss <br />and this location will likely be used for additional plantings at a 6: 1 ratio shown on a tree <br />replacement plan. The fence will be constructed 6" into the property line to ensure the <br />maintenance and potential future replacement will be to the obligation of the City alone. <br /> <br />Page - 2 <br />
