<br />Mosaic contract is the preparation of a biotic assessment, a site assessment for California Red- <br />Legged Frog, and a precollStruction survey for western pond turtles and nesting birds. Three <br />firms were solicited and provided proposals for this environmental consulting work. Mosaic <br />and Associates was selected on the basis of being the most cost-effective, capable and <br />responsive, based on our previous experience with the firm on similar work. <br /> <br />Environmental regulatory agencies typically require all work within the creek to be completed <br />by October 15th. With this short construction window, staff is requesting that the award to the <br />lowest responsible bidder occur at the August 15, 2006 Council meeting. This will expedite <br />the process and allow construction to occur as soon as possible. The list of bids will be sent <br />separately to the City Council. Based on the normal processing time for permits by the <br />regulatory agencies and the time allotted for them to legally respond to our permit request (90 <br />days), it is unlikely that permits will be received in time. However, based on our needs and <br />the potential for a similar series of heavy storm events to occur this winter, we will be asking <br />the permit agencies to expedite our permit request. If we are unable to persuade the agencies <br />to respond in an expeditious manner, staff (who considers this work as emergency work) will <br />authorize construction to proceed without environmental permits to secure the integrity of the <br />sewer line through this winter's storms, and then work with the permitting agencies to secure <br />the permits after the construction. This is being done because of the time emergency of the <br />project to protect the line from failure from the upcoming winter season. <br /> <br />PROJECT FUNDING. <br /> <br />Simultaneously with environmental permitting, staff will also process a written request with <br />the Office of Emergency Services to extend our emergency status for six months. This will <br />allow us to recover our costs for this permanent repair work under our initial request for <br />financial reimbursement for emergency work. <br /> <br />It is recommended that funding for this work be transferred from the "Sanitary Sewer Pump <br />Station Improvements & Upgrade S-6" to CIP No. 062026. CIP No. 062026 has been <br />established for accounting purposes to track project costs and eventual reimbursement from <br />FEMA. It is hoped that a good portion of the funding will be reimbursed by FEMA as part of <br />the declared disaster relief funding. Any reimbursement received would then be returned to <br />the project fund for "Sanitary Sewer Pump Station Improvements & Upgrades S-6." It is <br />anticipated that project costs will total $260,000, dependent on the extent of damage to the <br />existing pipe and concrete encasement, which will not be fully known until the pipe and <br />encasement is exposed by the contractor. Therefore, it is recommended that a contingency in <br />the amount of $50,000 be established to perform additional repairs, if necessary, to the pipe <br />and/or the concrete encasement.
