<br />EXHIBIT "A" <br />SCOPE OF WORK <br /> <br />TASK 1: Document Existing Noise Conditions. <br /> <br />A: A noise-rnonitoring program would be developed in close coordination with the City. <br />Noise measurements would be made at 34 to 40 locations throughout the City. Noise <br />measurements would be repeated at the 33 monitoring locations where noise <br />measurements were made in 2002. Additional noise measurement locations would be <br />selected based on consultation with City Staff to quantifY noise levels in developing areas <br />or in areas that have been problematic in the past. Some recent issues in Pleasanton that <br />our firm has worked with relate to "stationary" noise sources. These have included <br />stand-by generators, wood-grinding operations, car washes, etc. Noise data will be <br />gathered at significant stationary sources identified by City Staff. Noise levels would be <br />monitored for a minirnurn of24 hours at each location, but noise monitoring would occur <br />over longer durations and on weekends at selected locations. <br /> <br />B&C: A data report would be presented in a similar format to our previous reports upon <br />completion of the noise monitoring survey. The results of noise level monitoring at each <br />location would be depicted graphically to show the daily trend in noise levels at each <br />measurement site. Additionally, a brief description of the noise environment and picture <br />of the noise monitoring location would be presented. A surmnary of all noise monitoring <br />data would be tabularized and compared to previous noise measurements where <br />applicable. A general discussion of noise levels throughout the City would also be <br />presented. <br /> <br />TASK 2: Produce Noise Exposure Contours. Future traffic noise level estimates <br />would be made based upon the data collected during the noise monitoring survey and <br />traffic data provided by the City. <br />The noise exposure contours would be based on existing noise data, noise measurements, <br />and noise modeling results. Our firm utilizes the Sound 32 / Sound 2000 and LEQV2 <br />traffic noise models developed by Caltrans. The firm also uses the new Transportation <br />Noise Model (TNM) developed by the Federal Highway Administration to supplement <br />the modeling of complex freeway geornetries. These traffic noise models would be used <br />to develop noise contour information for highways and freeways and primary arterials <br />and major collector streets. We would prepare noise contour maps on base maps <br />supplied to us by the City representing the predicted noise exposure for the City of <br />Pleasanton. We prefer to prepare the contours using AutoCAD, if base map files that <br />include roadway centerlines are available. AutoCAD files can be directly imported into a <br />GIS database. Developing the noise contours in AutoCAD allows the City to generate <br />maps at any scale and for selected portions of the community as they choose. We will <br />prepare a future noise contour map in terms of Ldn in increments of 5 decibels down to 60 <br />Ldn for the build-out of the General Plan. The noise contours would be prepared in an <br />AutoCAD format or on a single base map. Data tables and a brief summary of the noise <br />monitoring survey and methodologies used in noise modeling would accompany the <br />maps for inclusion in an Appendix to the Noise Element. <br />
