<br />City of Pleasant on, CA - City Council <br /> <br />Page I of 12 <br /> <br /> <br /> <br />ATTACHMENT 4 <br />City Council <br />Workshop <br />Minutes <br /> <br /> <br />o <br /> <br />JOINT WORKSHOP <br />CITY COUNCIL - PLANNING COMMISSION <br /> <br />Tuesday, January 11, 2005 <br /> <br />MINUTES <br /> <br />CALL TOQRDER <br /> <br />Mayor Hosterman called the workshop to order at 6:35 p.m. <br /> <br />Those in attendance were: Mayor Jennifer Hosterman, Council members Matt Sullivan, <br />Cindy McGovem and Steve Brozosky; Planning Conunissioners Philip Blank, Anne Fox, <br />Mary Roberts, Brian Arkin and Trish Maas. Staff members present were: Nelson Fialho, <br />City Manager; Michael Roush, City Attorney; Jerry Iserson, Planning Director; Brian Swift, <br />Retired Planning Director; Jeff Knowles, Traffic Engineer; and Rob Wilson, Public Works <br />Director. <br /> <br />Mayor Hosterman indicated the focus of this workshop would be on the staffreport <br />regarding street widening. She briefly reviewed the proposed meetings on the subject and <br />the opportunities for public comment. <br /> <br />Jerry Iserson, Planning Director, indicated this is the first in a series of workshops regarding <br />the General Plan relating to traffic and circulation. He believed it was important to provide <br />detailed information on the city's traffic models, what the issues are, projected problems, <br />results of deleting certain planned changes to the street network system currently in the <br />General Plan, and eventually phasing in certain land use changes also in the current General <br />Plan. He indicated the former Planning Director, Brian Swift, would be conducting this <br />workshop. <br /> <br />Brian Swift indicated the purpose of these workshops was to explore the ramifications of <br />completion of the city's network of streets not yet built, and to review land use options, <br />policy options affecting traffic circulation and ultimately to develop the preferred land use, <br />circulation, network, traffic policy. A formal process of environmental impact report, public <br />testimony, and Commission review would then be held before the ultimate approval. This <br />meeting is to deal with the street widenings that have not yet occurred and to familiarize the <br />Council and Commission with the 2003 baseline model and how it works. He suggested that <br />staff make its presentation, with Council and Commissioners asking questions when <br />necessary, but defer public comment until the end of the presentation. He felt that would <br />take less time and would still allow the public to give its input. There will be many <br />opportunities for public conunent in the months ahead.
