Consider refinements to the "working draft" circulation (roadway) <br />network <br />2. Reach agreement on preferred circulation network refinements as shown <br />on Exhibit A (Attachment 1) for the purpose of preparing the preliminary <br />traffic impact analysis <br /> <br />SUMMARY <br /> <br />The City Council is being asked to consider some refinements to the <br />previously selected "working draft" circulation network. The most <br />significant refinements are decisions concerning certain road widenings and <br />extensions. The City Council is being asked to reach agreement on the major <br />components of its preferred circulation network so that staff may proceed <br />with modeling the draft preferred land use plan. Results of this preliminary <br />analysis will be available in Fall 2006. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />On August 30, 2005, the City Council selected a "working draft" circulation network that is <br />described as Alternative B in Attachment 2 to this staff report. As a result of discussions on <br />circulation that took place at Joint Workshops in 2005, and during the subsequent discussions on <br />General Plan land use and specific development projects, staff believes the City Council may <br />wish to refine certain elements of the "working draft" circulation plan, as it relates to planned <br />road widenings and road extensions, prior to the running of the traffic model and preparation of <br />the preliminary traffic impact analysis.
