Consider refinements to the "working draft" circulation (roadway) network 2. Reach agreement on preferred circulation network refinements as shown on Exhibit A (Attachment 1) for the purpose of preparing the preliminary traffic impact analysis SUMMARY The City Council is being asked to consider some refinements to the previously selected "working draft" circulation network. The most significant refinements are decisions concerning certain road widenings and extensions. The City Council is being asked to reach agreement on the major components of its preferred circulation network so that staff may proceed with modeling the draft preferred land use plan. Results of this preliminary analysis will be available in Fall 2006. Honorable Mayor and Members of the City Council: BACKGROUND On August 30, 2005, the City Council selected a "working draft" circulation network that is described as Alternative B in Attachment 2 to this staff report. As a result of discussions on circulation that took place at Joint Workshops in 2005, and during the subsequent discussions on General Plan land use and specific development projects, staff believes the City Council may wish to refine certain elements of the "working draft" circulation plan, as it relates to planned road widenings and road extensions, prior to the running of the traffic model and preparation of the preliminary traffic impact analysis.
