March 5, 1991
Parks and Community Services

SUBJECT: Approval of Fees and Charges for Recreational
Services and Facilities

PARK AND RECREATION COMMISSION RECOMMENDATION:

At their February 14, 1991 meeting, the Park and
Recreation Commission adopted Resolution 91-1
recommending: (1) approval of the Fees and Charges
Schedule as submitted; (2) that staff be authorized to
adjust fees and charges for services and facilities for
up to 20% of the approved fees and charges without
resubmitting the change to the City Council; (3) that
staff be authorized to provide new program/classes at a
fee based on the cost of service or established
guidelines and that fees for such programs or classes be
submitted to the Council for approval within a one year
period from initiation of the class or program; and (4)
that the Recreation Supervisors or Director be authorized
to continue to enter into contractual agreements for
program services.

STAFF RECOMMENDATION:

Staff concurs with the recommendation of the Park and
Recreation Commission.

SUI~,K~Y:

It has been a year since the fees and charges for
recreational services and facilities have been reviewed
by the Park and Recreation Commission. The Department
has implemented new classes and programs with fees
requiring Council approval and has increased certain fees
to the maximum allowed (20%) without bringing the fee
schedule to the Council for approval.

The proposed fees do not represent any major changes.
Many new classes have been added; adjustment in
class/program fees are proposed in several areas, in most
cases a reflection of increased staff costs.

SR 91:67
