- curves, horizontal and vertical, have been designed to <br /> achieve a 45 mph design speed; some exceptions to <br /> vertical curve standards have been made to retain the <br /> ;." existing roadway and some curves will be "banked" to <br />-- achieve the 45 mph design speed. <br /> - bike lanes are 6 ft. on-street, on both sides, meeting <br /> City and State standards. <br /> - the new sidewalk is separated (5 ft.), 8 ft. wide, <br /> meeting two-way pedestrian-bicycle path standards, except <br /> just north of Puri Court where it would be monolithic <br /> unless additional right-of-way is acquired. (Note: the <br /> sidewalk recently installed along Foothill Road does not <br /> meet normal bike lane standards because it is not <br /> separated at certain points of its "meander.") <br /> - center median curb treatment, although not ideal for <br /> maintaining "ruralness," is felt necessary to protect <br /> drivers and allow large trees to be established. <br /> <br /> In staff's opinion, the result will be a safe, attractive, "non- <br /> freeway roadway" in character. Tree loss unfortunately will be <br /> heavy in the area from Foothill Knolls Drive to Muirwood South; any <br /> widening here that would establish a turn lane and bike lanes would <br /> cause this tree loss. <br /> <br /> ALTERNATIVES <br /> <br /> Alternatives could be generated by adjusting one or more elements <br /> and recombining them into a new alternative. Because of the <br />- Council's and Commission's expressed wishes to maintain a two-lane <br /> roadway for as long as possible, several "interim" alternatives are <br /> possible within the four-lane segment called for in the General <br /> Plan. Staff has developed alternatives for various sections of the <br /> roadway which Council may use to focus its attention on options <br /> available. These are shown in the attached figure "Foothill Road <br /> Alternatives - Typical Sections." Five alternatives are shown, <br /> including the recommended cross-sections. In addition, a different <br /> pedestrian path-bike path section is shownwhich could be used with <br /> any of the alternatives. The horizontal alignment of the staff- <br /> recommended interim alignments is also shown (pages 26-33 of the 11 <br /> x 17 packet of plans). <br /> <br /> What follows is a general discussion of alternatives to the street <br /> elements recommended by staff, with the reasons for staff's <br /> recommendation. Following this general discussion is a summary of <br /> the benefits and detriments of the specific staff-developed <br /> alternatives. <br /> <br /> Travel Lane Widths <br /> The various lanes can be narrower. The lane adjacent to the median <br /> could be 12 feet (used elsewhere in the City, eg. Stoneridge Drive <br /> east of Foothill, Foothill Road north of Stoneridge).
