CONCLUSION <br /> <br />Staff believes that the objectives and implementation measures <br />contained in the South Livermore Valley Plan Concept are <br />fundamentally sound. The City's General Plan calls for preserving <br />agricultural use in this area. Viticultural experts have <br />indicated that the Valley needs an economic shot in the arm in <br />order to enhance the role of the area as a premier wine growing <br />region and tourist destination. Staff has suggested several minor <br />amendments which would make the Concept Plan more acceptable to <br />Pleasanton. Specifically, staff believes that the Pleasanton <br />Gateway should be redesignated in the Plan to allow either <br />Agricultural or Residential use and that the density range should <br />be revised to allow 0 to 4 units per acre, subject to a General <br />Plan Study of the Vineyard Corridor and that cultivable lands <br />within the Gateway generally should not be allowed to develop, <br />subject to City conducted studies of the area. Also, language <br />should be added to clarify that Pleasanton is the intended <br />jurisdiction for planning and annexing land within the Gateway <br />and that the land should be serviced according to City design <br />standards and levels of service. Finally, staff believes that the <br />provision to allow substitution of cultivable land elsewhere in <br />the Study Area and waiver of the $30,000 per unit fee should be <br />eliminated.
