4 <br /> <br /> · About 277 55-gallon drams and 1 30-gallon dram of liquid waste were also shipped <br /> to a hazardous waste landf'tll. <br /> <br /> · About 94 55-gallon drums of oil-based paints were shipped to the OSCO fuels <br /> recycling facility in Azusa, Calffomia. <br /> <br /> · Three 5-gallon drums of other hazardous waste were shipped out for incineration at <br /> Trade Waste Incineration (TWI) in Sauget, Illinois. <br /> <br /> The total cost of the event was $161,452 which included the initial semp costs. Based on <br />the number of participants from Pleasanton (38.2 percent), the city contributed $60,372 to the <br />collection event. <br /> <br /> Under Section 43400 of the Public Resource Cede (PRC), the CIWMB has the authority to <br />award two types of grant funds; nondiscretionary and discretionary. A nondiscretionary grant is <br />an award to reimburse a jurisdiction for HHW programs that were implemented in the fiscal year <br />prior to the grant application period. A discretionary grant is an award to a jurisdiction to fund <br />a proposed or implemented HHW programs. In accordance with Section 43400 of the PRC <br />mentioned above, the cities of Livermore, Dublin, and Pleasanton have been recenfiy awarded <br />a grant of $16,487 by the CIWMB to reimburse the cost of the 1-day HHW collection event held <br />inMay 1990. <br /> <br /> Over the last three years, the County, under the guidance of the Alameda County Waste <br />Management Authority (Authority) has been developing a countywide approach to ba-,~rdous <br />waste management. The approved plan includes three hazardous waste facilities to receive, <br />recycle, and dispose of hazardous waste from households and mini-generators. According to AB <br />2641, mini-generators are defined as businesses that generate less than 10t2} kilograms, or 220 <br />pounds, of hazardous waste per month. Pleasanton plans to participate in this countywide HI-IW <br />program and use the planned permanent facilities after they are built in 1991. <br /> <br />EVALUATION OF HOUSEHOLD HAZARDOUS WASTE PROGRAM ALTERNATIVES <br /> <br /> This section includes an evaluation of HHW diversion alternatives considered for local <br />implementation by Pleasanton. In accordance with Section 18751.3 of the State Planning <br />Guidelines, program ahematives considered were: <br /> <br /> 1. HHW collection programs such as periodic community-wide or neighborhood <br /> collection, permanent drop-off sites, and mobtie collection. <br /> <br /> 2. ' Load-checking programs at solid waste management facilities. <br /> <br /> 3.
