A tipping fee is being imposed on the three landfills that is <br />sufficient to fund the estimated $2.4 million annual operating costs. See the Funding Component <br />for more information. <br /> <br />Public Information Program <br /> <br /> The majority of the public information program will be managed by the County Depathuent <br />of Environmental Health (DEH). These efforts will be supplemented by Pleasanton. Once the <br />facilities have been built, the DEH will initiate the public information program. This will be an <br />on-going program to maintain the visibility of the issue, and to increase participation. <br /> <br />HOUSEHOLD HAZARDOUS WASTE PROGRAM MONITORING AND EVALUATION <br /> <br /> This section discusses the monitoring and evaluation techniques that will be used to track <br />the success of the proposed HHW program. The techniques include the methodology, criteria <br />for evaluating effectiveness, funding requirements, and contingency plan. <br /> <br />Monitoring and Evaluation Techniques <br /> <br /> The program will use a combination of a Solid Waste Generation Study and data from the <br />programs to evaluate the program success. When Pleasanton prepares the next Solid Waste <br />Generation Study, Iq2I-I wffi be included as one of the kems measured. In addition, the facilities <br />will keep records on the types of wastes brought to the facility and the required storage, treatment <br />and disposal steps using form CIWMB-303 (1/90). <br /> <br /> The load checking program at the Pleasanton Transfer Station will serve as a useful <br />monitoring device for the effectiveness of the County programs. If public education efforts are <br />successful in encouraging source reduction of HHW and disposal at the County's HHW facility, <br />less HHW should be encountered in load checking.
