Recognizing that load checking is currenfiy being implememed by the <br />local solid waste management facilities, the County has incorporated no new program in this area. <br />Because of the nature of the material recovery facility (MRF) at the Pleasanton Transfer Station <br />Cdtunp and sort"), no separate load checking program is necessary. <br /> <br /> SELECTION OF HHW PROGRAM <br /> <br /> This section discusses the HHW programs that were selected by Pleasanton as mandated by <br />Section 18751.4 of the State Planning Guidelines for the HHW Element. The load checking <br />program at Pleasanton Transfer Station will be continued. There are no plans to continue the <br />one-day collection events. Pleasanton has selected participation in the County's permanent HHW <br />collection facility, which includes collection, recycling, and public education and information. <br /> <br />County Program <br /> <br /> On the basis of the Tanner Plan and the passage of AB 939 and All 2707, the Authority <br />developed a Household Hazardous Waste/Mini Generator Collection Program which was <br />approveel by the County Board of Supervisors in June 1990. The program consists of building <br />three permanent HHW collection facilities. Specific locations for these facilities have not been <br />selected. However, the general locations of the facilities will be the north/central area, southem <br />area, and eastern area of the County. A northern facility will cover the cities of Piedmont, <br />F~meryville, Oakland, Berkeley, and Albany. The southern facility will cover the cities of <br />Hayward, Castro Valley, Fremont, Union City, San Leandro, and some of the unincorporated <br />areas of the County. The eastem facility will cover the cities of Livermore, Pleasanton, Dublin, <br />and the remaining tinincorporated areas of the County. A descriptioh of the proposed methods <br />for handling and disposal of the HHW is provided later in this report. <br /> <br /> The Countywide HHW/Mini Generator Collection Program consists of the following <br />individual programs: collection, recycling, and public education and information. <br /> <br /> One of the three proposed permanent HHW collection facilities will be located in the eastern <br />part of the County. This will be the designated HHW collection facility for Pleasanton. The cost <br />to Pleasanton of participation in this facility is discussed in the Funding section.
