<br />schedule calls for construction of the subject project improvements in the <br />spring of 2007. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The Engineering Division of the Public Works Department performs engineering studies and <br />design for Capital Improvement Projects either through in-house staff or through contracts <br />with outside consulting firms. This project was selected as a candidate for consultant services <br />due to its complexity and the need for additional engineering support to meet the project's <br />schedule. <br /> <br />PROJECT INFORMATION AND CONSULTANT'S SCOPE OF WORK <br /> <br />The Old Stanley Boulevard Improvement Project, CIP No. 055022, generally consists of <br />pavement rehabilitation and/or reconstruction of the existing roadway section, installation of <br />new concrete curb, sidewalks, and a new street lighting system. <br /> <br />CONSULTING FIRM SELECTION PROCEDURE <br /> <br />A total of eight Pleasanton firms providing engineering services were selected from the City's <br />consultant database, and were asked to submit responses to a Request for Proposal for the <br />design of the Old Stanley Boulevard project. The ftrrns contacted included: Bellecci & <br />Associates; Berryman & Henigar; Creegan & D'Angelo Consulting Engineers; Kier & Wright <br />Civil Engineers, Inc; Kirnley-Horn and Associates; MacKay & Somps Civil Engineers, Inc; <br />Ruggeri-Jensen-Azar & Associates, and Pakpour Consulting Group. <br /> <br />Two ftrrns responded to the Request for Proposal with Statements of Qualifications and scopes <br />of work, Bellecci & Associates and Kirnley-Horn. Staff has worked with both firms on similar <br />projects and found both to be capable and responsive. Staff reviewed the proposals and <br />determined that Kirnley-Horn was best suited for the design of the Old Stanley Boulevard <br />Improvement Project. <br /> <br />BUDGET <br /> <br />The scope of services, fee schedule and consultant agreement for Kirnley-Horn & Associates <br />are attached as Exhibits A and B.
