<br />At your meeting of January 18, 2005, the City Council approved the issuance of a request for <br />qualifications (RFQ) to prepare the next phase of the Kottinger development process. A total of <br />six proposals were received in response to this RFQ and the Task Force conducted interviews <br />with BRIDGE Housing, Christian Church Homes of Northern California, Citizens Housing <br />Corporation and Eden Housing. Based on these interviews and the criteria set forth in the RFQ, <br />the Task Force concurred with staffs recommendation that CCHNC was the most qualified. <br /> <br />Since its start in 1961, CCHNC, a private nonprofit 501(c)3, has focused on providing <br />affordable housing for low-income seniors. The firm has won awards for diversity and as been a <br />leader in the aging in place movement. It has been awarded a number of HUD 202 grants and is <br />familiar with public housing authorities. It currently manages 5,000 nnits in 56 facilities. It <br />proposes to utilize an experienced team of subconsultants including HKlT Architects (the <br />architect for the Promenade), the law firm of Goldfarb and Lippman and Community <br />Economics. <br /> <br />The project deliverable is a report with information needed to make a decision on moving <br />forward with redevelopment of Kottinger Place or a consolidated development with both <br />Kottinger Place and Pleasanton Gardens. A summary of the scope of work, which is set forth in <br />Exhibit A of the attached agreement, includes: <br /> <br />. A detailed project financial proforma including estimated development/construction <br />costs and project financing/funding; <br />. A program to address tenant relocation plarming; <br />. A description of recommended project density, unit mix and a rent schedule <br />. A recommendation regarding retaining any existing buildings on the site <br />. Exploring the potential for reorienting the project to front Vineyard Avenue, which <br />would involve utilizing a portion of Kottinger Park. This option would entail <br />converting some of the current Kottinger Place site to parkland; <br />. Presentation of a preliminary site plan <br />. Recommendation regarding the feasibility of consolidating Kottinger Place and <br />Pleasanton Gardens; <br />. Recommendation for ownership and property management structure. <br />. Identification of potential funding sources for the project. <br /> <br />The project timeline is approximately 18 months. Project fees including all subconsultants will <br />not exceed $150,000. Project funding will come from the City's Lower Income Housing Fnnd. <br />In April of this year, the Council approved a report regarding potential long-range uses of the <br />Lower Income Housing Fund that included $3 million for the Kottinger Place project. <br /> <br />SR:06:178 <br />Page 2 <br />
