/

6A

'-

City Council
Staff Report

July 18, 2006
Fire Department

SUBJECT: WEED ABATEMENT ASSESSMENTS FOR 2006
STAFF RECO~MENDATION:

SUMMARY:

Staff recommends that the City Council adopt the attached resolution
declaring that the costs for weed abatement, including administrative costs,
are a special assessment and lien imposed on the properties requiring
abatement and approving the Cost Accounting Report for the 2006 Weed
Abatement Program.

The purpose of this public hearing is for the City Council to hear and
consider any objections to the cost accounting report for the Livermore-
Pleasanton Fire Department's 2006 Weed Abatement Program in the City
of Pleasanton and to declare that the abatement costs are a special
assessment and lien imposed on the properties requiring abatement. The
attached resolution includes an itemized report showing the cost of weed
abatement on a lot-by-Iot basis throughout the City of Pleasant on. Because
the weeds on these parcels were not voluntarily abated by the property
owners, the weeds were abated by a contractor hired by the City. The
Livermore-Pleasanton Fire Department recommends that the City Council
adopt the attached resolution that approves the Cost Accounting Report for
the 2006 Weed Abatement Program and declares that the abatement costs
are a special assessment and lien imposed on the properties requiring
abatement.

Honorable Mayor and Members of the City Council:
BACKGROUND

On April 04, 2006, as part of the 2006 Livermore-Pleasanton Fire Department's Weed
Abatement Program, the City Council adopted Resolution No. 06-020, which declared that
weeds on specified properties constituted a public nuisance, ordered the abatement thereof, and
set a public hearing to hear objections to the proposed abatement. On May 02, 2006, the City
Council adopted Resolution No. 06-027, which ordered the abatement of weeds on the parcels
identified in Resolution No. 06-020 and declared that the weed abatement costs, including a
100% mark up charge for administrative costs, are the responsibility of the property owner.

SR:06:181
