Approve amendment to extend the contract with Dowling Associates to
provide on-call traffic modeling services for an amount not to exceed
$250,000 for Fiscal year 2006/07 per the contract fee schedule.

2. Authorize the City Manager to execute the attached contract amendment.

SUMMARY: The City hired Dowling Associates in April, 2000 to develop a new traffic
model for the City and to prepare the 2001 Baseline Traffic Report using this
new model. The City sent out multiple requests for proposals for this modeling
work, but only Dowling Associates responded with a proposal and agreed to
only work for public clients when performing traffic modeling work within the
City of Pleasanton.

On July 16, 2002 the City contracted with Dowling Associates to prepare
traffic impact studies for proposed new development, perform traffic model
work for Baseline Traffic Reports, City Specific Plans and General Plan
Amendments, and for additional fine-tuning of the City's traffic model and for
the preparation of alternative model runs that analyze various roadway network
options. The contract was extended for an additional year on June 21, 2005.

SR 06:191
Page 1 of3
