FISCAL IMPACT There will be a small fiscal impact to the City as a result of Proposition 218. As the City determined that the nearly mile-long landscape strip that is located along the eastern bank of the Arroyo de la Laguna in the Ponderosa Homes Del Prado subdivision is of "general benefit", the City will pay approximately $9,703 for its maintenance including routine maintenance, water, electrical and a reserve for repairs. In addition, the City will pay approximately $17 for the parcel in L & L District 1984-1, $253 for the parcel in L & L District 1993-2, $466 for the parcel in L & L District 1994-1, and $1,121 for the two parcels in L & L District 1995-1. Staff recommends that $10,746.00, which includes the Arroyo de la Laguna, the park parcel in L & L District 1984-1, the sewer lift station parcel in L & L District 1994-1, and the staging area in L & L District 1995-1, be appropriated from the General Fund; and that the amount of $814.00 for the water tank in L & L District 1993-2 and the water tank in L & L District 1995- 1 be appropriated from the Water Enterprise Operating Fund. It is staff's intention to continue administering contracts with private contractors for the maintenance of these districts; the portion of the assessment for the City-owned parcels will be added to the specific L & L District fund. There is minimal fiscal impact to the City relating to the administration of the Districts. As part of the assessment, the City collects an annual fee to administer the districts as well as the maintenance contracts. A portion of this fee, along with interest earnings and delinquency penalties, is available to reimburse the City for staff time. Respectfully submitted, KA- ZJ L ~~~ David P.
