I~ <br />L£ ~S~4NT~No JUN 16'1999 <br />MEMORANDUM <br />Date: June 16, 1999 <br />To: Deborah Acosta, City Manager <br />From: Randy Lum, Director of Public Works ~~~ <br />Subject: Response to Questions at CIPBudget 6/8/99 Workshop <br />CITY MANAGER <br />The following responds to questions from the 6/8/99 Council workshop. <br />1) Foothill Road at the Merritt Property <br />For most of the City's history, Foothill Road has been an arterial two lane rural roadway. Over the <br />years, portions of this roadway have been widened and improved as adjacent new development occurred. <br />However, there still remain significant portions of Foothill Road which remain unimproved which <br />operate safely. <br />The portion of Foothill Road in front of the Merritt Property is one such example. As with other <br />portions of Foothill Road, the expectation has been for this segment to eventually be improved when <br />adjacent development occurred. Improvements were anticipated to provide a slight "straightening" of <br />the roadway alignment, turning and bicycle lanes, landscaped parkway strips with a separated bicycle <br />and pedestrian pathway on the east side of the road, improved drainage, and a traffic signal at Muirwood <br />Drive south. (See attached Excerpt from 9/23/98 Planning Commission Staff Report) <br />Perhaps the biggest concern of most motorists is with the intersection of Muirwood Drive south and <br />Foothill Road, which would have been improved with turning lanes and a traffic signal. Widening of the <br />street and the provision of turn lanes facilitates local access by providing refuge to slow down and store <br />vehicles prior to turning from the relatively high speed arterial street. The installation of a traffic signal <br />at this location would have provided further mitigation for the additional peak hour trips generated by <br />the new development. However, staff believes that the intersection operates satisfactorily in its present <br />condition. <br />Review of the recorded accident history for this segment of roadway appears to confirm our assessment, <br />as the portion of Foothill Road in front of the Merritt property has averaged only 1 accident annually for <br />the past 5 years, with 4 of these occurring at the intersection of Muirwood Drive south. Three of the <br />accidents at Muirwood Drive were rear end accidents occurring at 7:55, 7:54, and 7:47 am, and appeared <br />to be related to vehicles stopping due to school traffic.
