<br />IX. FISCAL IMPACT <br /> <br />The project developer would be required to pay the per unit development fees specified by the <br />Vineyard Avenue Specific Plan Financing Plan and school impact fees. The homes covered by <br />this application would pay property taxes that would go to offset their impact to City services <br />including police, fire, support staff, etc. <br /> <br />X. ENVIRONMENTAL ASSESSMENT <br /> <br />Environmental review for the proposed project was undertaken with the Final Environmental <br />Impact Report (EIR) approved by the City Council for the Vineyard Avenue Corridor Specific <br />Plan in conformance with the standards of the California Environmental Quality Act (CEQA). <br />There are no substantial changes to the project or to the circumstances under which the project is <br />being undertaken that involve new significant environmental effects or that substantially in- <br />crease the severity of previously identified effects. Furthermore, there is no new information of <br />substantial importance, which was unknown at the time that the FEIR was approved by the City <br />Council regarding the project or its effects, mitigation measures, or alternatives. Any previously <br />identified effects or impacts are mitigated to a level of insignificance, with the mitigation meas- <br />ures incorporated into the project's design or imposed on the project pursuant to the conditions <br />of approval. Therefore, no new environmental document accompanies this staff report. <br /> <br />XI. CONCLUSION <br /> <br />Staff believes that the proposed project is very well designed and in keeping with the themes, <br />policies, and requirements of the Vineyard Avenue Corridor Specific Plan. Staff believes that <br />the proposed project is designed in a manner that is compatible with and sensitive to the restric- <br />tions posed by the site and by surrounding properties. The proposal meets the letter and/or the <br />spirit of the applicable requirements of the Specific Plan; it will include comprehensive design <br />guidelines; and it will implement Green Building Measures. <br /> <br />XII. RECOMMENDATION <br /> <br />Staff recommends the City Council approve Case PUD-99-14 by taking the following actions: <br /> <br />1. Find that the proposed PUD development plan conforms to the Pleasanton General Plan, <br />the Vineyard A venue Corridor Specific Plan, and the purposes of the PUD Ordinance; <br /> <br />2. Make the PUD Development Plan Findings 1 through 7 as stated in the attached Planning <br />Commission staff report; and, <br /> <br />3. Introduce the Draft Ordinance approving Case PUD-99-14 for a PUD Development Plan <br />approval for a 13-lot, 3-parcel development shown on Exhibit "A", dated "Received <br />April 21, 2006" subject to Exhibit "B", Draft Conditions of Approval. <br /> <br />SR 06:159 <br />Page 70f8 <br />
