<br />Draft Environmental Impact Report <br />Bernal Property Phase II Specific Plan <br /> <br />In summary. the Phase II Specific Plan and the sports fields included in the Bernal Commu- <br />nity Park Master Plan area incorporate "built-in" measures relating to lighting that include <br />directing illumination onsite and downward, separating sensitive receptors (the residential <br />area to the west) from the light sources by intervening land area, and landscaping the <br />intervening area (the Grand Meadow) with mixed deciduous and evergreen tree species to <br />ensure year-round screening. It is concluded that these measures would adequately <br />mitigate lighting impacts and that the planned illumination would not have an adverse <br />aesthetic impact, <br /> <br />Additional measures written into the Specific Plan and the Bernal Community Park Master <br />Plan include: <br /> <br />. <br /> <br />Use of cut-off shield and luminaries at the ballfields so as to minimize "light spill" <br />(light falling beyond the specific intended area of illumination) and <br /> <br />Establishment of a procedure for citizens to report complaints about nighttime <br />lighting to the Recreation and Park Department, <br /> <br />. <br /> <br />d. <br /> <br />Mitigation Measures <br /> <br />No significant effects on aesthetics and visual resources have been identified; therefore, no <br />mitigation measures are needed, <br /> <br />46 <br />
