Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

In summary. the Phase II Specific Plan and the sports fields included in the Bernal Commu-
nity Park Master Plan area incorporate "built-in" measures relating to lighting that include
directing illumination onsite and downward, separating sensitive receptors (the residential
area to the west) from the light sources by intervening land area, and landscaping the
intervening area (the Grand Meadow) with mixed deciduous and evergreen tree species to
ensure year-round screening. It is concluded that these measures would adequately
mitigate lighting impacts and that the planned illumination would not have an adverse
aesthetic impact,

Additional measures written into the Specific Plan and the Bernal Community Park Master
Plan include:

.

Use of cut-off shield and luminaries at the ballfields so as to minimize "light spill"
(light falling beyond the specific intended area of illumination) and

Establishment of a procedure for citizens to report complaints about nighttime
lighting to the Recreation and Park Department,

.

d.

Mitigation Measures

No significant effects on aesthetics and visual resources have been identified; therefore, no
mitigation measures are needed,

46
