wildlife habitat creation and preservation. Implementation
of these efforts is to include maximum use of permeable
or pervious pavements, low water-demanding plants,
efficient irrigation distribution systems, and restoring
portions of the open space to wilderness conditions.

Tree planting should be the first priority in implementing
the landscape structure of the Bernal Community Park
since trees require many years of growth to mature. The
shadows and leaf decomposition under tree canopies
create optimum conditions for living soil development and
the establishment of under-story shrub and ground cover
growth.

Management practices shall emulate the natural
ecosystems that sustain mutually beneficial relationships
among species. A soil structure rich in organic matter and
microorganisms will promote healthy root development
and plant growth. Adding compost to the soil is one of the
most effective ways to improve soil structure. Sustainable
park management practices shall include the recycling of
park green waste through on-site composting and
improving existing park site soils by adding the compost
as amendment and mulch.

16
