Implementation <br />of these efforts is to include maximum use of permeable <br />or pervious pavements, low water-demanding plants, <br />efficient irrigation distribution systems, and restoring <br />portions of the open space to wilderness conditions. <br /> <br />Tree planting should be the first priority in implementing <br />the landscape structure of the Bernal Community Park <br />since trees require many years of growth to mature. The <br />shadows and leaf decomposition under tree canopies <br />create optimum conditions for living soil development and <br />the establishment of under-story shrub and ground cover <br />growth. <br /> <br />Management practices shall emulate the natural <br />ecosystems that sustain mutually beneficial relationships <br />among species. A soil structure rich in organic matter and <br />microorganisms will promote healthy root development <br />and plant growth. Adding compost to the soil is one of the <br />most effective ways to improve soil structure. Sustainable <br />park management practices shall include the recycling of <br />park green waste through on-site composting and <br />improving existing park site soils by adding the compost <br />as amendment and mulch. <br /> <br />16 <br />
