F---×/-4 11'5IT - A <br /> MITIGATION MONITORING PLAN <br /> VINEYARD AVENUE CORRIDOR SPECIFIC PLAN EIR <br /> <br />IMPACTS AND MITIGATION MEASURF.~ <br /> <br />The Vineyard Avenue Corridor Specific Plan EIR identifies the significant effects resulting from <br />implementation of the Specific Plan. Significant and unavoidable impacts are identified for both the <br />project and cumulative levels. <br /> <br />Proj ect-Level Impacts <br /> <br />Significant and unavoidable project-level effects include the following: <br /> <br /> Land Use: Land use conflicts between approved aggregate mining operations on Lot 2 1 that <br /> could occur in the future and proposed residential uses would include noise levels in excess of <br /> the City's exterior noise level standards, nuisance dust generation and potential ground vibration. <br /> <br /> Earth Resources: Structural and nonstructural damage could occur at the project site due to site <br /> seismicity. <br /> <br /> Noise: Gravel harvesting operations would expose noise sensitive land uses to noise levels in <br /> excess of the City's exterior noise standard. <br /> <br /> Air Quality: (a) The project would contribute emissions of NOx in excess of the BAAQMD <br /> significance threshold of 80 pounds per day. This contribution would degrade long-term, <br /> regional air quality; (b) Fugitive dust generated during possible future mining activities in Lot 21 <br /> would be a nuisance for residents. <br /> <br />These impacts cannot be mitigated to a less-than-significant level. <br /> <br />During the preparation of the environmental impact report, a number of other potentially significant <br />impacts were identified. The Specific Plan was modified to include requirements that would mitigate <br />significant impacts in identified areas. These requirements of the Specific Plan will regulate and guide <br />the development of infi'astructure and new land uses. <br /> <br />Cumulative-Level Impacts <br /> <br />Significant and unavoidable cumulative level effects include the following: <br /> <br /> Traffic: In combination with trips from cumulative development planned in the region, project- <br /> generated trips would contribute to existing unacceptable traffic operations on segments of <br /> Interstates 580 and 680. <br /> <br /> Cumulative Water Supply: The project would contribute to a cumulative demand for water <br /> that, in combination with other City and area plans, would require augmentation of presently <br /> identified water sources for the area. <br /> <br />Vineyard Avenue Corridor Specific Plan Final EIR EDAW <br />City of Pleasanton MMP-I Mitigation Monitoring Plan <br /> <br /> <br />
