(1200 lineal feet), an extensive irrigation system, decorative street lighting at the project
entrance and other features.

With the assessment of two City-owned parcels, the City will pay $1,121.06 as a result of the
passage of Proposition 218.

PUBLIC COMMENT

Staff provides general information to residents within the Landscape and Lighting Districts as
a part of the public notice for confirmation of the Engineer's Report. This annual notice
provides the name and phone number of a staff contact person should questions arise. Since
there are typically few inquiries, staff is proposing to send out a similar notice this year. Over
the past year, discussions have occurred with various property owners in each of the Lighting
and Landscape Districts as well as their respective Homeowners' Associations. City staff
continues to maintain an open dialogue with individual property owners and various
representatives of the Districts.

FISCAL IMPACTS

As a result of changes in the administration of Lighting and Landscape Districts due to
Proposition 218, the City will incur a small fiscal impact. The City will pay $16.62 for the
parcel (Del Prado Park) and $9,703 for the "general benefit" area along the Arroyo in L & L
District 1984-1 (Ponderosa-De1 Prado); $252.91 for the parcel (water tank site) in L & L
District 1993-2 (Bonde Ranch); $1,121.06 for the two parcels (water tank site and trails
staging area) in L & L District 1995-1 (Moller Ranch); and $465.75 for the parcel (sewer lift
station) in L & L District 1994-1 (Oak Tree Farm). As with last year's total assessments,
staff recommends that this total of $11,559.34 be appropriated from the General Fund after
the public hearing.

The cost of City administration of these Lighting and Landscape Districts will be paid for by
the respective District's funds.

Respectfully submitted,

~/

7<.l.0L

Rob Wilson
Director of Public Works

David P.
