480-UNIT DEVELOPMENT ALTERNATIVE <br /> <br />This alternative would provide for 480 single-family homes, an elementary school, a community park, <br />vineyards, and open space. Housing would be integrated with vineyards in the eastern portion of the <br />Plan Area. Vineyard Avenue would be realigned along the Arroyo del Valle as a two-lane arterial, with <br />turn lanes as needed, and a wide band of landscaping. The existing Vineyard Avenue would be reused as <br />a bike-way, pedestrian path, and limited neighborhood vehicular travel route(s). <br /> <br />The land use breakdown for this altemative consists of the following: <br /> <br /> Approximately 72 acres designated for Medium Density Residential homes. The eastem portion <br /> of the Medium Density Residential area would be integrated with vineyards; approximately 84 <br /> acres designated for Low Density Residential housing south of Vineyard Avenue mostly in the <br /> western portion of the Plan Area; approximately 15 acres designated for Rural Density <br /> Residential use in the southeastem comer of the Plan Area; approximately 45 acres designated as <br /> vineyards in the northeastern portion of the Plan Area; approximately 127 acres designated for <br /> Open Space use in the central portion of the Plan Area, and on the north side of Vineyard <br /> Avenue to provide for bicycle, pedestrian, and equestrian trails; a 20-acre community park in the <br /> western portion of the Plan Area, on the former landfill site (Lot 14); a 12-acre elementary <br /> school on the north side of Vineyard Avenue; and nine acres of existing streets. <br /> <br />This alternative would have substantially greater impacts than the proposed Plan in most respects (except <br />for the elimination of mining on Lot 21). Therefore, this alternative would be environmentally less <br />desirable than the proposed Plan. <br /> <br />ALTERNATIVE LOCATIONS ALTERNATIVE <br /> <br />The concept of an alternative location was considered, but has been rejected because it would fail to meet <br />the most basic of project objectives, which is implementation of the General Plan. The General Plan has <br />specific guidance for the project area. The proposed project is, consequently, specific to the project area. <br />An alternative location would not attain the basic project objectives, and has been rejected by the City <br />from further consideration. <br /> <br />FINDINGS OF FACT <br /> <br />The Pleasanton City Council has reviewed the Final EIR for the Vineyard Avenue Corridor Specific Plan <br />and has considered the public record for the project. In addition to this Statement of Findings, the public <br />record for the proposed project is composed of the following elements: <br /> <br /> · Draft Vineyard Avenue Corridor Specific Plan, November 1998. <br /> <br /> · Draft Environmental Impact Report for the Vineyard Avenue Corridor Specific Plan, <br /> November 1998. <br /> <br /> · Public Hearings on the Draft Environmental Impact Report for the Vineyard Avenue <br /> Corridor Specific Plan, January 20, 1999, March 23, 1999, and April 28, 1999. <br /> <br /> · Final Environmental Impact Report for the Vineyard Avenue Corridor Specific Plan, <br /> March 1999. <br /> <br />Vineyard Avenue Corridor Specific Plan Draft EIR -4.- Findings <br /> <br /> <br />
