Changes or alterations have been required in, or incorporated into, the project which mitigate or avoid <br />the significant effects on the environment. <br /> <br />Facts in Support of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential earth resource <br />impacts to a less-than-significant level: <br /> <br />Mitigation Measure 4.2-4: F_.lplnraiYl.~L On expansive soils with moderately high shrink-swell <br /> potential (Perkins loam and Pleasanton and Positas gravelly loam), building foundations and <br /> improvements shall consist of drilled pier and grade beams, deepened footings (extending below <br /> expansive soil), or post-tensioned slabs. Altematively, expansive soil shall be removed and <br /> replaced with compacted non-expansive soil prior to foundation construction. The geotechnical <br /> report for each phase of the project shall require that subgrade soils for pavements consist of <br /> moisture-conditioned, lime-treated, or non-expansive soil, and that surface (including roof <br /> drainage) and subsurface water be directed away from foundation elements to minimize <br /> variations in soil moisture. <br /> <br />Improvements proposed to be placed on slopes greater than 10%, or within 10 feet of the tops of such <br />slopes, shall be approved for construction by a California licensed geotechnical engineer or California <br />certified engineering geologist. The City shall approve grading plans and slope designs prior to <br />implementation. <br /> <br />HYDROLOGY AND WATER QUALITY (Section 4.37 <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 4.3-1: Increased Runoff. Development of the Specific Plan Area would result in the <br /> construction of additional impervious surfaces within the project site and may increase runoff. <br /> This would be considered a potentially significant impact. <br /> <br />Changes or alterations have been required in, or incorporated into, the project which mitigate or avoid <br />the significant effects on the environment. <br /> <br /> Facts in Support of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential hydrology and <br />water quality impacts to a less-than-significant level: <br /> <br /> Mitigation Measure 4.3-1: Increased Runoff. Grading and drainage design plans shall be submitted to <br /> the City Engineer for each phase of development within the Plan Area and reviewed for <br /> compliance with all applicable City requirements. The drainage plans shall demonstrate that the <br /> proposed developments would minimize or eliminate increases in the volume or rate of runoff <br /> associated with both small and large storm events (including 2-year to 100-year storm events) <br /> from the development sites. <br /> <br /> Vineyard Avenue Corridor Specific Plan Draft EIR -11- Findings <br /> <br /> <br />
