<br />indicated that she would like to see the exact location ofthe EVA and the utility easement on the <br />Tentative Map and have the right to approve their location. She requested that language be <br />added giving the Roberts the right to approve the location that would be dependent upon any tree <br />removal and relocation of water and power lines. She added that they are working with <br />Mr. Reznick with respect to a lot line adjustment that would need to be done at Final Map and <br />that should any real problems arise, they would work it out at that point. <br /> <br />Ms. Roberts then informed the Commission that the property next to the proposed Neal <br />Elementary School is owned by the Lin family. She stated that the property has a PUD and a <br />development agreement for a certain number of homes and some vineyards. She noted that the <br />original road plan prior to the construction of the School District road was to combine their two <br />driveways to get across the road, if possible, onto Vineyard Avenue; however, the plan after the <br />Lin property is developed is to have the Roberts' road go straight across the Lin development <br />and then out to Vineyard Avenue. <br /> <br />In response to Chairperson Arkin's inquiry regarding the distance between the proposed EVA <br />and the Roberts' property line, Ms. Roberts replied that it was approximately five feet. She <br />reiterated that she wanted to ensure that not too many trees are removed as the trees were planted <br />to screen their house. She indicated that she believed that their road is narrow but that it was fine <br />and did not find any reason why the road design should not be approved. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />In response to Commissioner Blank's inquiry regarding whether a plan existed to replace the <br />trees being removed from the property, Mr. Iserson replied that there is a condition for a tree <br />replacement plan that would require the applicant to plant six trees for every tree removed. He <br />stated that the final tree replacement plan indicating the exact planting location, the species, the <br />sizes, and other details will come back to the Commission for review at the Tentative Map stage. <br /> <br />Commissioner Blank expressed concerned, based on the photosimulations, regarding the <br />visibility of the houses on Lots 1 and 2 and the insufficient screening provided by the trees on the <br />other five lots after five years. He inquired if a tree replacement plan would come with the <br />individual houses when they are reviewed by the Commission. <br /> <br />Chairperson Arkin commented that there were many houses on Vineyard A venue that were not <br />completely screened. He also inquired ifthe tree planting plan to soften the view would come <br />with the architectural review for each lot. <br /> <br />Mr. Iserson replied that the PUD condition requires the tree replacement plan to come back with <br />the Tentative Map. He indicated that when the lot owners come for the review and approval of <br />the siting and design oftheir custom homes, they will be required to plant a certain number of <br />trees to provide the maximum amount of screening and visual mitigation.
