<br />- <br />~~ .;, <br /> <br />- <br /> <br /> <br /> <br />. <br /> <br />Planning Concept <br /> <br />- <br /> <br />The Phase II Specific Plan Area represents one of Pleasanton's few remaining large acreage vacant <br />sites. Its location at the southern entry to the City and its close proximity to historic Downtown <br />Pleasanton make it one of the most highly visible sites in the East Bay. Future development of this <br />City-owned site. therefore, represents a very important opportunity and challenge, <br /> <br />The overall planning vision for the Phase II Area is one of an open space park like setting within <br />which a variety of public and quasi public uses and facilities are to be carefully integrated, Future <br />uses are to reflect the heritage of the Valley and meet the ever-changing needs and values of <br />the community for generations to come. Development is to represent the best of design and <br />sustainability techniques. <br /> <br />This Phase II Specific Plan refines the City's General Plan guidance for the site and supplements <br />the Phase I Specific Plan with regard to the 31B acre public land area of the Bernal Property. Policy <br />guidance is provided to facilitate the development of a range of public and quasi public uses, and <br />a comprehensive public planning process is outlined for identifying, prioritizing, planning, and <br />reviewing future development projects. <br /> <br />The City envisions the planning of this site as an opportunity to build upon the neo traditional <br />planning concept established in the Phase I Specific Plan Area, Neo traditional is a term that <br />describes a planning approach that recalls the "livable" urban development patterns of the early <br />1900s. The Phase II Specific Plan reflects this philosophy and expands it by introducing the <br />"Grand Park" planning concept to the 31B-acre City-owned land. <br /> <br />Executive Summary <br /> <br />11[ <br />
