<br /> <br />3 <br /> <br />'- <br /> <br />_ Ii". <br /> <br />pLEASANTONo <br /> <br />City Council <br />General Plan Workshop <br />Staff Report <br /> <br />May 23, 2006 <br />Planning Department <br /> <br />SUBJECT: <br /> <br />REVIEW OF DRAFT PUBLIC FACILITIES AND COMMUNITY <br />PROGRAMS ELEMENT OF THE GENERAL PLAN <br /> <br />STAFF RECOMMENDATION: <br /> <br />Review and consider the Draft Public Facilities and Community Programs <br />Element of the General Plan; provide feedback on amendments to be made <br />prior to incorporation into the Draft General Plan document <br /> <br />SUMMARY <br /> <br />The Draft Public Facilities and Community Programs Element of the <br />General Plan has been reviewed and considered by several City <br />commissions, and has been recommended by the Planning Commission to <br />the City Council for consideration. The background information and goals, <br />policies, and programs have been edited, updated, reorganized, and amended <br />to reflect new information and issues not considered in the 1996 General <br />Plan. The City Council is being asked to review this Draft and provide <br />feedback to staff prior to the incorporation of the Draft Element into the <br />Draft General Plan document. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />General Plans may include a Public Facilities Element as an optional element that addresses <br />capital improvements and public facilities needed to service the community as development <br />occurs. The 1996 General Plan Public Facilities Element includes background information as welI <br />as goals, policies, and programs related to wastewater, water, storm drainage, storm water runoff, <br />flood control, solid waste, gas and electric utilities, schools, library facilities, community facilities, <br />and human services.
