<br />BACKGROUND <br /> <br />The City of Pleasant on recently initiated a five-step process for updating the 1996 <br />General Plan. The first step dealt with the identification of issues that the City <br />commissions, committees and the greater community would like to see addressed during <br />the Update. Step 2 is now being completed and is involved with gathering information <br />and generating input regarding the potential resolution of these various issues. The <br />following report provides background information and alternatives for the primary issues <br />that have been raised to date. Similar reports are also being prepared regarding land <br />use/housing and traffic circulation. <br /> <br />GENERAL PLAN UPDATE PROCESS <br /> <br />On April 15, 2003, the City Council directed staff to undertake a comprehensive update <br />of the 1996 Pleasanton General Plan. The Council also adopted a Council/Planning <br />Commission-based process for undertaking this important task. All other existing City <br />commissions and committees are also being utilized to take advantage of the <br />community-based structure that is already in existence. The Council and Planning <br />Commission are charged with guiding the Update with collaborative input from the <br />Library, Youth, Civic Arts, Human Services, Parks and Recreation, and Housing <br />Commissions, as well as from the Economic Vitality Committee. This process is <br />intended to bring both historical perspective and expertise to all aspects of the General <br />Plan. In addition, the recently formed Energy Comrnittee will be developing a draft <br />Energy Element for future integration into the General Plan. <br /> <br />To achieve the high level of community-wide participation that has been characteristic of <br />Pleasanton in the past, the City is also scheduling a series of public meetings throughout <br />the Update process as a way of reaching out to all who are interested. These are intended <br />to engage the full spectrum of community participants. <br /> <br />PURPOSE <br /> <br />The purpose of this report is to present the primary issues relating to the various City <br />commissions and committees that have been raised by the comrnunity for resolution <br />through the General Plan Update process. This report also addresses alternative <br />resolutions to the issues as suggested during the rnost recent series of cornrnission and <br />committee meetings. <br /> <br />I <br />
