<br />January 26, 2005 <br /> <br />Alameda County Waste Management Authority <br />777 Davis Street, Suite 200 <br />San Leandro, CA 94577 <br /> <br />RE: Draft Environmental Impact Report for the Organic Processing Development <br />Program and Project <br /> <br />Dear Alameda County Waste Management Authority: <br /> <br />Thank you for allowing the City of Pleasant on to comment on the proposed Draft <br />Environmental Impact Report (DEIR) for the proposed composting facility in unincorporated <br />Sunol. The City supports the concept of a composting facility and appreciates that the Alameda <br />County Waste Management Authority is pursuing this endeavor; however, the City has some <br />initial concerns about the specific project proposed which we wish to have addressed. The <br />City's comments are below. <br /> <br />Traffic and Air Pollution <br /> <br />The City has initial concerns about vehicle routing and the proposed volmne of daily vehicle <br />trips associated with this use. From the DEIR, it is not clear how vehicles would be routed <br />which would be coming/going from the Pleasanton Garbage Service facility to the proposed <br />compost facility. Would any of these trips occur on city streets in Pleasanton? If yes, what <br />would the route be and what would the impacts be? The City requests that these questions be <br />addressed in the EIR. <br /> <br />The City is concerned about the increase in traffic that would occur on the freeways as a result <br />of this project. The City is also concerned about the increase in air pollution due to these trips. <br />The City requests that the Waste Management Authority mitigate these increases to the extent <br />feasible. The City requests that the operations be arranged such that there are no vehicle trips <br />associated with the facility during peak travel times. The City also requests that the Waste <br />Management Authority propose additional creative ways to further reduce air pollution impacts. <br />F or example, instead of purchasing traditional pick up trucks and cars for use associated with the <br />facility, the Waste Management Authority could purchase hybrid vehicles or electric vehicles. <br />These types of vehicles pollute less and are more fuel-efficient.
