<br />for some other uses and the absence of the park-and-ride facility proposed for the Project <br />and Alternative I. <br /> <br />Finding: Feasible <br /> <br />The EIR identified several differences in the environmental effects of Alternative 2 as <br />compared with the Project: <br /> <br />Aesthetic: The siting of the cultural arts center closer to the center of the Central <br />Area would change its visibility from the vantage points illustrated in the <br />EIR (and from other locations). This changed pattern of visibility was <br />not, however, found to result in adverse environmental impacts. <br /> <br />Noise: The noise environment ofthe cultural arts center and the amphitheater <br />would be more affected by 1-680 noise in the Alternative 2 location than <br />in the Project location, but the Project location would also be affected by <br />traffic noise from 1-680 and, additionally, from Bernal Avenue. In both <br />cases the noise impacts were found mitigatable. <br /> <br />The noise environment of the Bernal Property is affected by ACE train <br />operations. Under Alternative 2, the train operations at the station would <br />generate noise as the trains decelerate on arrival, idle, and then accelerate <br />on departure. The noise would be in addition to the noise generated by <br />train passbys which is an element of the existing ambient noise condition <br />and all future conditions. Selection of Alternative 2 would require further <br />investigation of train idling noise and determination of whether noise <br />mitigations provided for in the Specific Plan should be implemented in <br />conjunction with the train station as well as (potentially) in the areas <br />identified in the Specific Plan (Figure 7-1). <br /> <br />Overall peak hour trips would be about the same as the project, would <br />have the same general impacts, and would require the same mitigation <br />measures. <br /> <br />Traffic: <br /> <br />The relocation ofthe cultural arts center and the ACE Train Station <br />would change local circulation patterns. Under the cumulative plus <br />project condition, the intersections of Bema I Avenue/ Valley Avenue, <br />Bernal A venue/Pleasanton A venue, Valley A venue/Case A venue/ <br />Junipero Street, and Junipero StreetlSunol Boulevard would require <br />mitigation measures, and those mitigations might be more extensive than <br />under the Project. The elimination of the park-and-ride facility would <br />reduce the traffic volumes at the intersection of Bernal Avenue/West <br />Lagoon Road. <br /> <br />The EIR did not find that the environmental impacts of Alternative 2 would be signifi- <br />cantly different from those of the Project.
