CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 93-139 <br /> <br /> A RE8OLUTION ESTABLISHING A MODIFIED GROWTH <br /> MANAGEMENT ALLOCATION PROGRAM <br /> <br />WHEREAS, there are a number of residential development projects <br /> which have received growth management approval from the <br /> City for units which have not been built; and <br /> <br />WHEREAS, this backlog of units, if all built in close proximity in <br /> time, would burden the City's infrastructure and schools; <br /> and <br /> <br />WHEREAS, a Council subcommittee was established to meet with staff <br /> and with representatives of the development community to <br /> discuss revisions to the growth management allocation <br /> policy in the short term as well as on a long termbasis; <br /> and <br /> <br />WHEREAS, the subcommittee and staff had discussions with several <br /> project developers concerning this issue and presented to <br /> the City Council various options for the Council to <br /> consider; and <br /> <br />WHEREAS, on September 1, 1993, the City Council conducted a <br /> hearing on this policy and considered the comments of <br /> representatives from the development community. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OFT HE CITY OF PLEASANTON RESOLVES <br />AS FOr.r~WS: <br /> <br />Section 1: with respect to any residential development project <br /> which has received growth management approval in years <br /> prior to 1993 and which has units for which building <br /> permits have not been obtained, the following Modified <br /> Growth Management Program is hereby established: <br /> <br />MODIFIED GROWTH MANAGEMENT PROGRAM FOR PROJECT8 WITH PRIOR <br /> <br />1. The goal of the modified program, in conjunction with the <br /> revised Growth Management Program Ordinance, is to have actual <br /> units built in any year not exceed that which is provided for <br /> in the City's General Plan (currently 650 units or 750 units <br /> if 100 or more units are in "lower-income" projects). <br /> However, due to the number of units already approved, Council <br /> recognizes that it may allow more units than the General Plan <br /> maximum until the backlog is reduced if infrastructure is <br /> available for this level of development in the short-term. <br /> <br /> <br />
