<br />meetings with both the residents and the Fire Department to determine what would be an <br />acceptable landscape design for the residents that would still provide the necessary access for <br />the Fire Department. Because of City Council's decision, staff never approached the Fire <br />Department to determine its minimum roadway requirements for Sauterne Way. <br /> <br />While no official position was taken by the Fire Department, they did raise concerns about <br />having two access points into the neighborhood as well as two locations for possible <br />exit/evacuation. As Sauterne Way is currently configured, both access into the neighborhood <br />and out of the neighborhood could be accomplished in an emergency situation since effective <br />street narrowing is accomplished by pavement striping only. Recent correspondence with the <br />Fire Marshall reaffirmed the Fire Department's preference to have the ability to use Sauterne <br />Way as an ingress and egress. With the use of pavement striping, during normal conditions a <br />one-way street is utilized, however, during an emergency, both sides of the street can be used, <br />directing traffic out of the area across the striped pavement. <br /> <br />It is also important to note that the installation of the traffic signal at Vineyard Avenue and <br />Montevino Drive has significantly reduced delay and queuing along Vineyard A venue and so <br />the incentive to use the Chardonnay/Sauterne short-cut through the residential neighborhood <br />has been significantly reduced. When the 4-way stop signs were in place on Vineyard Avenue <br />at Montevino Drive, significant traffic backups occurred during the evening commute period. <br />Drivers frequently drove through the neighborhood south of Vineyard Avenue using <br />Chardonnay Drive and Sauterne Way to pass much of the backup on Vineyard Avenue. The <br />installation of the traffic signal has eliminated much of the cut-through traffic, so there may be <br />little need to preserve Sauterne way as a one-way street indefinitely. For these reasons, staff <br />have not added landscaping on Sauterne Way to the project. <br /> <br />NEXT STEPS <br /> <br />Staff needs to complete the following steps to proceed with the subject project: <br /> <br />1) Meet with the Smoketree Commons association regarding roadway access and traffic signal <br />request. <br />2) Proceed with fmalization of construction plans and specifications for bidding purposes. <br /> <br />SCHEDULE <br /> <br />1) June 20,2006, report to City Council with approval of plans and specifications and award <br />of construction contract. <br />2) July 10, 2006, start construction. <br />3) September 15, 2006, finish construction. <br /> <br />SR 06: 132 <br />Page 4 of 5 <br />
