III. OPERATING PLAN
A. INTRODUCTION

The following Preliminary Plan has been prepared for the Trustees of The
Historic Cemeteries of Pleasanton. The document is a work-in-progress with
areas to be completed as the Trustees provide input and make certain
selections.

The Plan is to form a foundation to act parallel with the City of Pleasanton to
preserve the Historic Cemeteries of Pleasanton. The new corporation would also
be not-for-profit in structure and would be called "Historic Cemeteries of
Pleasanton" .

The Foundation would seek tax-exempt status as a 501 (c)(3) charitable
organization. This differs from the Cemetery which could be an exempt
organization under IRS Section 501(c)(13).

The purposes of the Foundation would be to:

. Seek contributions from individuals, corporations and foundations to
provide for capital projects within the Cemetery

. Seek to preserve, perpetually, the history, art, architecture and horticulture
of the Cemetery

I
I
I
I
I
I
I
I
I

. Serve as an outreach to share the history of the Cemetery with the
residents of the Metropolitan Area.

. Receive a grant from the City of Pleasanton at least equal to the basic
costs of operation for the general care and maintenance of the Cemetery.

. Contract directly with the City of Pleasanton and the Roman Catholic
Cemeteries of the Diocese of Oakland for record keeping, customer
contact services and burial services within the Cemetery.

. Contract directly with the City of Pleasanton and the winning bidder(s) for
landscape and irrigation services.

B. GOALS & OBJECTIVES - STRATEGIES TO ACHIEVE SUCH GOALS

1. Increase the awareness of the Cemetery throughout the entire community

. Publish and distribute an annual newsletter to members of the
Foundation, lot owners and general public

13
