<br />The property physically poses some challenges, as the care has been at a <br />minimum standard. The existing entry, signage, buildings and infrastructure <br />need to be evaluated and improved. Many of the historic monuments and <br />mar1<ers require repairs. The records need additional wor1< to assure burials are <br />in the appropriate locators in the future. The Cemetery has some undeveloped <br />property which may be an opportunity for enhanced revenues. <br /> <br />The context of the study is to evaluate the alternatives reflecting the primary <br />goals of the Committee, which include to: <br /> <br />. Improve the care and maintenance of the property <br />. Maximize the potential for new burial options to attract current revenue <br />and endowment funds <br />. Offer the Cemetery as a community resource as an historical site, <br />particularly, for local schools <br />. Attempt to achieve this with carefully considered public subsidies to be as <br />reasonable as practical <br /> <br />The study will consider, yet may well not be limited to: <br /> <br />. A model for ownership, governance and operations <br />. Potential risks to management <br />. Initial capital costs for essential restoration and for desirable projects <br />. Optional sources of funds for capital improvements <br />. Projected annual operating revenues and expenses and required subsidy, <br />if any <br />. Project operating budgets ten years out <br />. Suggest burial rights options (i. e. graves, crypts, niches, other) and <br />budgets for such developments <br />. Present the Consultanfs recommended approach <br /> <br />7 <br />
