r 6D - pLEASANTONc '- City Council Staff Report April 18, 2006 Housing Division SUBJECT: APPROVAL OF ANNUAL ACTION PLAN FOR THE USE OF FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR FISCAL YEAR 2006 (2006-07) STAFF RECOMMENDATION: Approve the Annual Action Plan for Fiscal Year 2006 (2006-07) and direct staff to submit to HUD by the applicable deadlines. SUMMARY: Pleasanton will receive $287,563 ($186,916 for capital projects, $43,134 for public services, and $57,513 for administration) in CDBG funds for FY 2006 (2006/07). At the meeting of April 4, the Council approved the allocation of CDBG funding for FY 2006. This report summarizes the Annual Action Plan that must be submitted to HUD in order for the City to receive its FY 2006 allocation of CDBG funds. The report makes a recommendation to approve the Action Plan. Honorable Mayor and Members of the City Council: DISCUSSION As a condition of receiving its annual allocation of federal CDBG funds, the City is required to submit an annual "Action Plan" to HUD. The Action Plan includes a listing of projects and activities to be funded with CDBG funds as well as an annual assessment of the City's progress toward meeting its goals for housing and community development. Every five years, the City must also submit a five-year "Consolidated Plan" which is required to include a statement of its local goals and objectives related to housing and community development. The five-year Consolidated Plan was completed and submitted last year at this time. As the Council is aware, the City is a member of the Alameda County HOME Consortium which makes Pleasanton eligible to receive an annual allocation of federal HOME funds in SR:06:lll Page 1
