<br />In addition to emphasizing specific categories of uses, the Council may wish to place a priority <br />or emphasis on specific types of activities, such as the following: <br /> <br />· Activities that promote the achievement of housing units at the very low income level <br />consistent with the City's Housing Element goals and policies and RHND targets; <br />. Activities that result in a return to the UHF (e.g., pre-development and construction loans, <br />second mortgage and down payment assistance programs, other loans); <br />. Activities that help to leverage funds from other sources outside the City in order to <br />maximize the efficient use of the UHF; <br />· Specific goals/programs included in the City Housing Element of the General Plan. <br /> <br />As evidenced by the above list, there are many potential uses for this fund. Further, based on <br />past experiences, new unexpected opportunities arise as development opportunities are <br />presented. As a result, the City has traditionally taken a conservative approach with this funding <br />to assure adequate reserves for these unique opportunities. <br /> <br />Based on the above, the table below identifies a number of what may be high priority projects <br />and potential "reserves" for their completion. These projects are listed based on <br />recommendations from the Housing Commission, staff and comments received from the <br />community. Obviously, the above list represents just some of the opportunities to further the <br />City's affordable housing effort. Further, as any of these projects occur, staff anticipates it will <br />focus its efforts on activities that further promote the goals and projects of the City Housing <br />Element. As can be expected at this stage of the process, the figures below are intended to <br />provide the Council with some general information regarding how the fund will be impacted. <br />The numbers are not intended to be firm estimates but rather to act as a gauge for how the <br />funding can be utilized. Further, note that the estimates do not include interest earnings. This <br />was not calculated due to the speculative nature ofthe fee revenue. However, it can be assumed <br />that there will be interest earnings that will increase available funding. <br /> <br />SR:06:116 <br />Page 7 <br />
